I have noticed this a couple of time after filling the gas tank all the way. There is a over powering smell of gas in the garage. I think I have narrowed it down to the rear of the jeep. Any ideas? No drips and the gas cap just passed emmissions. It is a 97 TJ.

Make sure your filler neck is fully attached to the filler tube and that the tube doesn't have and holes or tears.
I had a similar problem on a '95 YJ once. I dropped the tank and found one of the vent tubes was disconnected. It was a 10 second fix after an hour long tank dropping.
Mine only smelled when it was full. Reason was that the fuel was splashing out only when it was full. You're going to have to drop the tank to do some more investigation and to get to the root of the problem. Remember, it is not only the smell that is the concern, the vapors are dangerous.
