Is it normal to have a tiny hole in c̶a̶t̶a̶l̶y̶t̶i̶c̶ ̶c̶o̶n̶v̶e̶r̶t̶e̶r̶ muffler?

I have engine light on indicating EVAP leak. After visually inspecting hoses and replacing several gas caps, I found a tiny hole in the c̶a̶t̶a̶l̶y̶t̶i̶c̶ ̶c̶o̶n̶v̶e̶r̶t̶e̶r̶ muffler(see the picture attached) thru which I can feel air blowing. Before I invest money and energy to replacing the c̶o̶n̶v̶e̶r̶t̶e̶r̶ muffler, I would like to ask if this hole is a normal thing, or it should not be there and is a probable cause of the engine light being on?
