Default New daylighters! Need to install them :o

Picked up some 130w daylighters from the kc website. Fingers crossed

Hope y'all can answer a simple question about kc daylighters. I just bought some and will drill holes in my bumper to install them. They each have two metal washers with rubber washers glued to each one. Do I put one on top of bumper and one on bottom of bumper? Or do I put both of them on top side of bumper?
